Regarding DSB employment of supervisors and other employees who
are blind.
WHEREAS,
the Washington Department of Services for the Blind (DSB) is the state agency
designated to positively affect the employment of blind Washingtonians and to
inspire others to do the same; and
WHEREAS,
historically and at present, DSB has not used imagination, commitment, spirit,
energy, or any other non-bureaucratic technique to seek qualified blind
employees; and
WHEREAS,
DSB presently employs only one blind supervisory manager; and
WHEREAS,
in recent memory, DSB has not promoted any blind employees to supervisory or
managerial positions; and
WHEREAS,
DSB last employed a blind vocational rehabilitation counselor in the last millennium:
NOW, THEREFORE,
BE
IT RESOLVED by the National Federation of the Blind of Washington in convention
assembled in the city of Olympia this 21st day of October 2007 that we call
upon DSB actively to recruit and promote qualified blind individuals, who
themselves have a positive philosophy of blindness, throughout the agency, but
especially into positions that are of influence, are in the agency leadership, or
otherwise have the possibility of directly rehabilitating DSB’s customers.
